Tata Power and Bharat Petroleum Corporation have signed a memorandum of understanding to develop 110 kV infrastructure for BPCL's Petro Resid Fluidized Catalytic Cracking Unit at its Mumbai refinery. The system is intended to meet a 90 MW power requirement and carries a combined estimated outlay of approximately ₹250 crore for the two companies, according to a Tata Power release dated 27 October 2026.

The infrastructure is expected to be completed over roughly 24 months, subject to approvals and project milestones. Tata Power will provide the high-voltage connectivity and undertake design and development of the associated power system.

Power system supports a ₹14,203 crore refinery project

BPCL's PRFCCU project has a processing capacity of 3 million metric tonnes per annum and an estimated project outlay of ₹14,203 crore. Tata Power described it as BPCL's second-largest project currently under execution and the largest undertaken at the Mumbai refinery.

The unit is intended to improve recovery of higher-value products and support BPCL's petrochemical diversification. The release describes the project as the first of its kind being executed in India.

Tata Power will develop 110 kV connectivity

Under the memorandum, Tata Power is responsible for the design and development of infrastructure associated with the 110 kV connection. The companies' ₹250 crore estimate covers the combined power-infrastructure outlay and remains subject to applicable approvals and milestones.

The MoU records the planned collaboration but is not presented as completion of the works. The 24-month period is an implementation estimate rather than an announced commissioning date.

Detailed engineering will need to align substation, protection, metering and transmission arrangements with the refinery project's construction sequence. The release does not specify a final commercial structure, tariff treatment or individual share of the combined investment estimate.

Trombay network may support wider industrial demand

Tata Power said the development will strengthen its transmission network in the Trombay area beyond BPCL's immediate requirement. The company expects electricity demand from large industrial users and other concentrated-load developments in the area to grow.

It also plans a 400 kV transmission facility at Trombay over the next five years. That separate augmentation is intended to improve power evacuation and grid availability for Mumbai's industrial and commercial system.

The 400 kV plan is described as part of Tata Power's longer-term network strategy and should be distinguished from the 110 kV infrastructure covered by the BPCL memorandum. The two initiatives have related geography but different stated scopes.

Key numbers

  • Connection voltage: 110 kV
  • BPCL project power requirement: 90 MW
  • Combined infrastructure estimate: approximately ₹250 crore
  • Expected development period: approximately 24 months
  • PRFCCU capacity: 3 million tonnes per annum

What boards and CFOs should note

  • Which approvals and project milestones govern the ₹250 crore estimate and implementation timetable?
  • How are capital responsibilities and delivery risks divided between Tata Power and BPCL under definitive arrangements?
  • What additional demand assumptions support the planned reinforcement of the Trombay transmission network?
